The New Zealand Business and Parliament Trust was formed in 1991 to help bridge a perceived gap of understanding between Members of Parliament and the business community.  It adopted the following as its main objectives:

  • to enable MPs to widen their commercial experience in and increase their knowledge of business;
  • to improve business managers’ understanding of how government is exercised through Parliament.

The Early Days

The approaches made in 1991 to key political and business leaders in New Zealand resulted in the establishment of the New Zealand Business and Parliament Trust, with the Speaker of the House of Representatives as President and a representative of the Corporate membership as Chairman. The first Trust board, which met on 11 December 1991, comprised seven members of Parliament, including the Prime Minister and the Leader of the Opposition, and six business leaders (see Founding Trustees below).

Two individuals can without question be identified as parents of an organisation that now celebrates two decades of acknowledged achievement.  They were Patrick (Later Sir Patrick) Goodman, then chair of Goodman Fielder Wattie and a special trade ambassador for New Zealand, and Lindsay McCallum, then general manager of the PR firm Network Communications.

Lindsay McCallum, in the course of a long career in public affairs and communication, had encountered a frequent lack of mutual understanding between politicians and businesspeople.  When he learned through British associates of the activities of the British Industry and Parliament Trust (IPT), which had been in existence since 1977, McCallum began to develop a proposal for a similar organisation in New Zealand.  A one page ‘Proposal for the setting Up of a New Zealand Business and Parliament Trust’ formed the basis of the early discussion with parliamentary and business leaders.  At the core of the Trust’s proposed activities aimed at developing improved reciprocal understanding, on the British model, were parliamentary seminars for business people and attachments of MPs to corporate members.

A prerequisite for the successful establishment of a trust to bring politicians and the business community closer was the imprimatur of the leadership of Parliament.  In June 1991 Goodman and McCallum presented their proposal to Acting Prime Minister the Rt Hon Don (later Sir Donald) McKinnon MP and the Speaker of the House of Representatives, Hon Robin (later Sir Robin) Gray MP.  Both were supportive of the concept.

The Trust’s initial Corporate membership drive produced 40 companies, each undertaking to financially support the Trust for an initial period of three years (see Founding Members below).  The companies were a disparate group, diverse and independent of each other but they were united in the belief that if business was misunderstood it had only itself to blame and it was an appropriate time to do something about it.

The New Zealand Business and Parliament Trust was initially modelled on Britain’s Industry and Parliament Trust.
